About Us

National Employment Council for Municipals and Allied Institutions evolved from Employment Council for the Harare Municipal Undertaking which was first registered in 1963. The variation of scope was registered on 28th January 2026 by the Ministry of Public Service, Labour and social Welfare. The NEC is the current award winning NEC of the 2025 Minister’s Excellence Award, Good Corporate Governance, and Decent Work categories.

In support of the Government’s efforts of launching a Blueprint on “a call to Action”, the NEC seeks to align itself towards the attainment of the vision. We seek to uphold municipals delivery and productivity through an enhanced participation of municipals employees and employers on employment issues and their legal framework.

Our Mandate & Advantages

The NEC have the following advantages that it extends to both its membership and the central Government:

  1. National Employment Council for Municipals and Allied Institutions will be the first NEC to cover the basic Labour administration gap that was in the Municipals, Cities, Urban Councils, Towns, Local Boards, and their business entities. Before variation of scope, only City of Harare had an Employment Council, leaving a very huge labour administration gap on other cities, municipals, towns, urban councils, local boards and their allied institutions. By incorporating these into NEC, it will give an opportunity to the Government through the relevant Ministries to centrally account for every undertaking employment administration at one stop.
  2. The NEC for Municipals and Allied Institutions seeks to bring sanity and uniformity in the above mentioned undertakings’ pertaining to general employees’ conditions of services.
  3. The NEC seeks to promote and protect the employment interests of its members at national, regional and international levels.
  4. Item 2 is achieved by structuring all its member municipals into sectors by size and capacity, in which the NEC shall provide platform for collective bargaining with their employees, and regulate the employment conditions through Ministry of Public, Service, Labour and Social Services.
  5. The NEC will promote and enhance labour peace in the undertaking and to perform in respect of the sectors all duties assigned to a National Employment Council in terms of the Labour Act; (28:01).
  6. NEC will encourage sound working relationships between the employers and the employees.
  7. In terms of the Labour Act and the Constitution, NEC for Municipals and Allied Institutions will provide a platform for employees and employers to negotiate and bargain collectively to reach agreements on matters of other mutual interest between employers and employees represented by admitted trade unions and employers.
  8. The NEC will provide mechanisms for dispute resolution between employers and employees as well as trade unions admitted to the Council, and to perform dispute resolution functions between parties within the registered scope of the Council.
  9. The NEC will conclude and supervise the enforcement of collective bargaining agreements.
  10. The NEC will encourage the establishment and monitoring of pension schemes, medical aid schemes and such other special funds or schemes for the sectors as may be considered desirable and such other services as the parties to the Council may, from time to time, deem appropriate.
  11. The NEC will promote employment opportunities and encourage the creation of jobs.
  12. NEC for Municipal and Allied Institutions will administer or regulate such funds as may be provided for in Collective Bargaining Agreements or in terms of the Constitution.
  13. The NEC will Comply with its duties and functions in terms of the Labour Act and its constitution.
  14. The NEC will further promote and facilitate educational programmes for workplace structures within the undertakings.
  15. Furthermore the NEC will consider and deal with such other matters as may affect the interests of its parties.
  16. National Employment Council will promote productivity, including safety and health issues in all its municipals undertaking through enhanced Employment, Human Resources and Labour relations regulations.
  17. Moreso the NEC will promote the participation of the employees and employers in employment affairs.
